Sustainability Priorities and Regulatory Landscape
A key emerging EU requirement is the recast Urban Wastewater Treatment Directive (EU) 2024/3019. By 31 December 2028, Member States must establish extended producer responsibility for producers placing specified pharmaceutical and cosmetic products on the market, with producers covering at least 80% of relevant costs for quaternary treatment and micropollutant monitoring, subject to the Directive's exemptions and national implementation. PPWR also affects primary, secondary and transport packaging used for medicines as its phased requirements apply. In parallel, the EU pharmaceutical reform reached political agreement in December 2025 and includes an objective to make medicines more environmentally sustainable; final obligations should be monitored as the legal texts are formally implemented.
