Environmental performance is shaped across ingredient sourcing, formulation, manufacturing, packaging, distribution, use and wastewater or end-of-life pathways. Because products are used directly by consumers, sustainability changes must remain compatible with safety, stability, efficacy and user experience. Sustainability Priorities and Regulatory Landscape

Several EU requirements are converging on the sector. PPWR affects bottles, pumps, caps, jars, films and secondary packaging through requirements on minimisation, recyclability, recycled content and reuse where applicable. The REACH restriction on intentionally added microplastics includes phased transition periods for cosmetic categories; for example, the restriction applies to rinse-off products from 17 October 2027, leave-on products from 17 October 2029 and later to specified make-up, lip and nail products, subject to the detailed scope and exemptions. The recast Urban Wastewater Treatment Directive also requires Member States to establish extended producer responsibility by 31 December 2028 for specified cosmetic and pharmaceutical products to finance a substantial share of micropollutant-removal costs.
