Construction combines long asset lives with high volumes of concrete, cement, steel, aluminium, glass, insulation, gypsum, timber and other materials. Environmental performance is determined across material production, transport, construction, operation, maintenance, renovation and demolition. Historically, building policy focused heavily on operational energy; the sector is now moving toward whole-life carbon, bringing embodied emissions and product-level environmental data into design and procurement decisions. This increases the strategic importance of reliable LCA and EPD data for both building-material manufacturers and project teams.

Sustainability Priorities and Regulatory Landscape

The new Construction Products Regulation, Regulation (EU) 2024/3110, has applied broadly since 8 January 2026. It establishes harmonised rules for expressing environmental and safety performance of construction products, explicitly including life-cycle assessment, and creates a construction Digital Product Passport system to be established through delegated acts. The revised Energy Performance of Buildings Directive (EU) 2024/1275 also moves the market toward whole-life carbon: life-cycle GWP must be calculated and disclosed in EPCs from 1 January 2028 for new buildings above 1,000 m² and from 1 January 2030 for all new buildings. An EU calculation framework under Delegated Regulation (EU) 2026/52 entered into force in May 2026. CBAM further affects major construction inputs including cement, iron and steel and aluminium.

Priority work includes EPD and product LCA, embodied-carbon reduction, low-carbon cement and metals, recycled content, material efficiency, design optimisation, construction waste, building LCA and whole-life GWP. Product and building data need to be interoperable so that material-level environmental declarations can feed project-level calculations and procurement decisions.
